Churchill Downs Enhances Kentucky's Gaming Network
Operated by Churchill Downs Incorporated (CDI), a powerhouse in the racing world, Owensboro Racing & Gaming is the latest jewel in the company's Kentucky portfolio. More than just a gaming venue, it extends the reach of CDI’s Ellis Park racetrack in Henderson, creating a valuable link between two vital locations within Kentucky’s thriving horse racing industry.
With an investment of around $100 million, the 71,500-square-foot facility is projected to generate an annual economic impact of $125 million. The project’s construction provided 200 temporary jobs, while the operational phase has created 150 permanent positions, boosting the local workforce. General Manager Steve Roof highlighted the positive effect the development has had on the area, particularly in terms of employment opportunities.
A Modern Gaming Experience with Tailored Spaces
The venue boasts 600 historical racing machines, thoughtfully divided between smoking and non-smoking sections. The non-smoking area hosts 350 machines, while the smoking section accommodates 250. To ensure a comfortable environment for all, the facility features a sophisticated HVAC system designed to manage air quality effectively. As Roof explained, "Our HVAC system will push in clean air and pull out smoky air, preventing smoke from reaching non-smoking areas and ensuring fresh air circulation."
One of the venue’s standout features is a mural displaying every Kentucky Derby logo, paying homage to the rich legacy of the iconic horse racing event. This mural complements the historical racing machines, which allow visitors to bet on races from various Derby events, including past races dating back to the very first one.

Beyond historical racing machines, Owensboro Racing & Gaming offers a wide range of betting options, including retail sports wagering and simulcast horse race betting. These offerings are designed to support the purse funding for Ellis Park’s summer racing season, ensuring the continued success and growth of horse racing in the area.
The launch of Owensboro Racing & Gaming is part of CDI's broader expansion strategy across the U.S., following the success of properties like Rosie’s Emporia in Virginia and ahead of the upcoming Rose Gaming Resort. With impressive financial results, CDI’s growth strategy is showing strong results, with notable increases in revenue and adjusted EBITDA in its latest quarterly report.
