It is to the architects Jean Faugeron and André Blouin who are entrusted with the layout of the premises and its interior surface area of 5,100 m. Unlike traditional casinos installed on a single level, the challenge of that of Montreal is to deploy on several floors. The Casino de Montréal was inaugurated on October 9, 1993. Several artists (Micheline Beauchemin, Serge Lemoyne, Marie-Christiane Mathieu) and designers (Michel Morelli, Alain Albert) are involved in the interior design1. In 1994, the building was enlarged for the first time, then in 1996, a second extension made it possible to add a performance hall. In June 2005, Loto-Québec proposed the establishment of an entertainment complex of international caliber on the Peel Basin site, in the Havre sector of Montreal.

The project, developed in collaboration with Cirque du Soleil, stemmed from Loto-Québec's 2004-2007 development plan. The complex included a 300-room hotel, a 2,500-seat performance hall, the relocation of the Casino de Montréal, and, eventually, a trade fair centre. On the other hand, after eight months of procrastination and protests from community groups, the two promoters decided to abandon the idea. The Quebec government, unpopular in the polls at the time, was not very happy with the project. The significant opposition, as well as the uncertainty about the economic profitability of the project, probably prompted the government to show some reserve in this matter.
