A wild on the top reel is better because it splits all symbols below that reel, except scatters, and it can also substitute for regular pay symbols. This is why the game can jump from 576 ways to 3,087 ways without changing the outer reels. It is clever, but not generous by itself; more ways still need matching symbols and useful multiplier involvement.
