Manitoba Initiates Gambling Sector Expansion
Breaking a longstanding trend, Manitoba is delving into the expansion of its gambling industry. The recently elected NDP government in the province has lifted a restriction on new gaming operations, a measure imposed by the former Progressive Conservative government in 2018. Alongside this, significant changes have been announced for the Board of the Manitoba Liquor and Lotteries Corporation (MLL), a Crown-owned agency responsible for the responsible delivery and sale of liquor, gaming, and entertainment.
MLL oversees prominent establishments such as Club Regent Casino, McPhillips Station Casino, and PlayNow.com—the province's Video Lottery Terminal (VLT) network. Additionally, the corporation facilitates the sale of Western Canada Lottery Corporation products through a network of lottery retailers.
The Gambling Expansion Revival
Recent adjustments to the MLL's board include the appointment of Jeff Traeger, president of a local United Food and Commercial Workers union, as the new chair. The government has issued a mandate letter to the board, signaling the end of the pause on new gambling facilities and expressing a commitment to reconciliation with Indigenous communities.
Glen Simard, the minister overseeing the Crown agency, outlined plans for collaborative efforts with stakeholders to selectively lift the pause on gaming expansion. The focus is on supporting economic reconciliation and local development while maintaining MLL's dedication to the communities it serves.
Historical Challenges and Legal Landscape
Previously, First Nations expressed disappointment over the launch of the Shark Club in Winnipeg, operated by True North Sports and Entertainment, which led to a legal dispute. While plans for a First Nations casino in the city were rejected due to existing government-run casinos, the specifics of including it in the new gambling expansion remain uncertain.
MLL's Revenue Boost and Unionized Employee Concerns
Amid efforts to recover from disruptions in the 2020-21 gambling operations, MLL hinted at online gambling expansion to enhance revenues. Currently, the province's sole regulated iGaming platform is PlayNow, facing stiff competition from illegal offshore betting sites, as noted by previous CEO Manny Atwal.
However, MLL faces a concurrent challenge as unionized casino employees, numbering over 750 at McPhillips Station Casino, Club Regent Casino, and the Shark Club, voted in favor of a potential strike. Dissatisfaction with their employer may lead to protests if a fair contract is not offered by December 23, 2023.
