Valve Accused of Running Illegal Gambling: High-Profile Loot Box Lawsuit in New York
Letitia James, the Attorney General of the state of New York, has initiated serious legal action against the corporation Valve. On February 25, an official lawsuit was filed in a Manhattan court, accusing the popular video game developer of violating gambling laws.
The core issue is the so-called loot box mechanic (in-game containers), which is heavily used in the studio's flagship titles: Counter‑Strike 2, Dota 2, and Team Fortress 2. According to the prosecution, buying keys with real money for a slim chance of receiving a valuable random item is no different from traditional gambling.

Visual resemblance to casinos:
In one of the cited games, the container-opening animation deliberately imitates the spinning reels of a slot machine, deliberately stimulating players' gambling instincts.
Unrestricted access for minors:
The projects completely lack age filters or restrictions that would block underage users from purchasing loot boxes.
Prosecutor's Demands
The demands put forward by the Attorney General are extremely harsh. Letitia James insists that Valve compensate all affected gamers. In addition, the company is expected to pay a fine equal to three times the amount of allegedly illegal profit generated from the sale of virtual cases.
